Looking back on what led to the Peabody peaker – the creation of new fossil fuel infrastructure starting in 2015, it was the siting process that irked me most. How could adding a third gas-and-oil generator happen to an Environmental Justice neighborhood in a historically industrial area? It wouldn’t now, under state climate law and the State has been working on revising regulations regarding the siting of development.
